
Dra. Judith Domínguez Serrano
Dr. Domínguez is a Level III researcher in Mexico’s National System of Researchers (SECIHTI) and holds a PhD in Law from the Autonomous University of Madrid. She is a member of several research networks on water, law, and the environment, including the Thematic Network on Water Management and Research (RETGIA) and the EU–Latin America Territorial Studies Network. She is currently on sabbatical at the Faculty of Law of the Autonomous University of Madrid. She has extensive experience in water policy and governance, having served in the Advisory Cabinet of the Vice President of the Government of Spain and the National Water Commission of Mexico, contributing to the development of national and state water laws and public policies. Her publications include Water and Cities (2023) and Legal Framework of Water in Mexico (2022), as well as articles on urban water security, transboundary water management, and environmental justice.
