Dra. Judith Domínguez Serrano

Professor-Researcher at the Center for Demographic, Urban, and Environmental Studies, El Colegio de México. Level III member of the National System of Researchers (SNI) of SECIHTI. She holds a PhD in Law, specializing in Environmental Administrative Law, from the Autonomous University of Madrid.

She is part of several research networks focused on water, the environment, and land use at the national, Latin American, and European Union levels, and is a member of the Mexican Bar Association.

She has published numerous books and academic articles on water policy and management, land use planning, water regulatory frameworks, governance, and environmental sustainability at both national and international levels.

She has contributed to the drafting of legislation to ensure the fulfillment of the human right to water, including proposals for a General Water Law at the national level, as well as amendments to various state water laws and the National Water Law.

She previously served as Deputy Director of Public Policy and Legal Framework at the General Directorate of Planning of the National Water Commission. In 2023, she joined the Cabinet of Advisors at the Ministry for Ecological Transition and the Demographic Challenge of the Government of Spain.
