Rosalía Paguay Saeteros represents the intercultural organization Kachipukara and the Federation of Peasant and Indigenous Organizations of Azuay. She is the president of the Kachipukara Intercultural Corporation, an architect, and an activist for the rights of nature and women. She belongs to the Kichwa–Kañari–Inga people.
Her work focuses on strengthening community processes from an intercultural, territorial, and environmental justice perspective. She has experience in bioconstruction and participatory action research applied to the strengthening of traditional vernacular architecture, working with Puruhua and Kañari communities to preserve ancestral housing and construction knowledge.
Over the past five years, she has supported organizational processes and the defense of territories against mining activities, with a focus on protecting water sources in the Kimsakocha páramo and promoting the recognition of water as a subject of rights and a central element of community life and ecosystems.
